To be eligible fot state quota seats you should have the domicile of the respective state .

The eligibility criteria to apply for Telangana domicile is as follows -

• Any person who is a resident of Telangana

The eligibility criteria for Maharashtra domicile is-

• Any person who is a resident of Maharashtra for the last 15 years
• Also , according to the amends made in 2018 any student who completed their HSC outside the state will also be considered

I will advice you not to have more than one domicile as it is illegal.

Further , a domicile is not needed to apply for AIQ, therefore yes you are eligible for AIQ government seat counselling, but getting a seat will depend upon your scored marks and rank.
