Cut-offs change every year and based on various factors like top NEET score, difficulty level of paper, number of candidates appearing etc.

Hey dear, if you see the last year's cutoff which went very high that even students getting 500 marks found it hard to get a govt. Mbbs seat. Since your score is in the range of 500 and being a obc candidate you have fair chances of getting govt. College under state quota for sure, stay in touch with counselling.
