Normally in Councelling, both are used. ie., Seat allotments are based on AIR. In your category also allotment will be based on AIR. You can say that category rank indirectly comes into play, but when a category student has a rank so good that he can get a seat in general category then, AIR is considered.

There is no category rank in gate result.
But there is reservation for SC/ST and OBC-NCL .
So, while giving admission they consider your category .
