In Delhi University UG admission portal, I already submitted my application with ECA certificates. Do I need to submit with ECA again?

No If you already submitted ECA certificate.
Delhi University offers admissions to various undergraduate programmes for the academic year 2020 through DU sports and ECA quota to candidates who wish to enrol in DU colleges.
ECA and Sports quota are not applicable to entrance-based courses.
