If the site had mentioned if it was previous phase1 cutoffs then it would be only for phase 1 .

If not it would be an overall previous cutoff at the end of third round.

But try to remember one thing that every year cuoffs tend to change every year based on various factors so fill the application based on your preference irrespective of cutoffs.
