No, In your college professors won't teach you from the basics, for getting better understanding of that Topic you need to have some basic knowledge of that topic from before, if you have some doubts regarding the topic, or something you are not able to understand then definitely you can approach to the professors for help.

The subjects completely depended on your branch selected , and its completely different from you are inter pattern and faculties in engineering colleges teach you according to syllabus and every faculty do there best to educate student they only can teach you 90% and its your duty to do remaining 10%
As you are going to your higher studies try to prepare yourself well so that you learn more then what they say in college . In engineering it takes 4years to complete through this 4years you have different subjects in every semester you learn different topics which help you out to get better placements .
 
As your from computer science that's means Cse you should be perfect in programing yes they teach you from beginning as you are learning and knowing it for first time .from the day one of your btech try to learn and practice programing for better placement
