U can once call them n ask them about it.....placard thing came into trend because people use to give old photographs n they don't look much similar to there photograph... If it's a recent one u can call them n ask.

They clearly mentioned that details written on the photo after it is being clicked is not acceptable.... you better submit a new application in my opinion
