Both CRL and your category rank will be considered.Now, if there are any seats available in general category and your CRL rank is within the cut off rank then you will be allotted a seat in that particular IIT/NIT/GFTI.But if your CRL rank isn't within the minimum cut off rank then your category rank will be considered and alloted a seat based on your preferences if there are seats available.
