No. There is no penalty for cancelling the seats
But from last year there is a penalty if u donot surrender the seat that is alloted to u through kcet before the counselling ends (if u dont want to participate in further kcet counselling process)

Sir If we choose choice 2 and then if we are not alloted any seat in second round can't we participate in futher round
