According to the instructions, you can apply in the state-quota only if you have the domicile of that particular state. If you belong to Up, then you can apply for state-quota counselling in UP only. You cannot apply in Punjab with your wife's domicile certificate. You have to have your own state domicile and you cannot use your other family member's domicile for state-quota counselling.
