Basically GATE is for 100 marks only and after securing marks out of 100 the marks get normalized and gate score is generated out of 1000.
GATE Score is normalized score across different sets of question papers. Because of the huge number of students there are different time slots with different sets of questions with different difficulty level hence GATE score is generated to compare and rank the students.
So the marks you saw in the pdf is generally GATE score cutoff because some colleges and companies take candidates through GATE score.
