In ts eamcet councelling, the seat is allotted to the student by the councelling authority not the college. Not only the Eamcet marks but also the ioe marks that you had scored plays an important role in determining the final rank. And the allocation is done on the basis of the rank that you had scored in the eamcet. They also take many factors into consideration like gender, category etc.

Apart from this, there are some private institutions that take admissions based on the ipe marks but you need to be a topper like scoring above 980/1000.Then you can get into that college.For example, sastra university  and some colleges follow this type.
