Well, there are two options in UPSEE while filling the form.

• Float and Freez

If you have chosen floatoption during the first round of counselling then you are eligible to change your choices for college as well as trade for second & third counselling. But if you have chosenfreezoption that means you have locked you preferred college and you will not be allowed to change further.
