As of now fill the forms whose deadline is fast approaching . Don't think much of application money as if you score a higher percentile and then you would regret not filling a form and that opportunity cost would be huge. So i would advise fill all the forms which you think you would want to go for.

If you get percentile in range of 80-90 then you can apply in some of the private colleges like TAPMI Manipal, Fore school of Management New Delhi, Bharathidasan institute of Management (BIM) Trichy, Great lakes Institutes of Management (GLIM) Chennai, MISB Bocconi Mumbai.

I will recommend you to try to push up your percentile , if you can get above 90+ percentile then it will open a whole range of new colleges for you including some of the premier universities like IITs and plus many other private colleges.

As very less time is left for CAT exam so you need to brush up on your basics and give up lots of online mock test and analyse each test solutions which will help you in overcoming your mistakes and come up with a strategy to attempt paper which will definitely help you in improving your marks and percentile.

Believe me right now you need to get a solid strategy through which you can give your maximum. If you will be able to do this believe me there will be a huge rise in your marks and percentile.
