I think your question is incomplete.It would have been better if you had mentioned about your category .If you belong to a reserved category then there are chances to get into top colleges even in CSE,ECE . If you belong to general category you can get into CSE but you may not get in top 3 Colleges of your state but you can get into one of the top colleges .
