Is 520 marks good or bad in neet 2018? Will i get a government seat in all india qouta?

Who is the marks you say you have , getting a Government Medical College seat available 15% all India quota will be a bit difficult since the expected cutoff should be definitely above 550 this time around with respect to the 15% all India quota
If you want to win the 15% all India quota seats then you can either go for private medical or government Dental College
However you also have the option of choosing 85% state quota seats and getting a good Government Medical College in your state from which you have appeared and you have a domicile of

if you are applying under 15%all India quota seats under general category then your chances are quite low as the expected cut-off marks for general category will be above 560 but you will get private or deemed medical colleges seat. I hope this information helps you.

Getting a seat in 15% AIQ is a little bit tough with these marks if you belong to general category as usually the cutoff for AIQ for general Candidate goes around 550+ but if you belong to SC St category you would easily get a govt college in these marks.
You can surely opt for the 85% state quota seats where you would definitely secure a good govt College seat despite of what category you belong
