Yes you can get full fee reimbursement from the government if you accept a seat through the convenor quota.But you need to fulfill the requirements like having income less than 2.5 lakhs per annum or need to possess ration card as a proof for availing the scholarship. Also you need to maintain a minimum of 75% attendance in order to get fee reimbursement for the next semester.
