chandigarh university is definately a no for CSE. Firsly because it is not located in chandigarh it is located at a distance of around 1 hour from chandigarh. Also the placements are not at all good. Most of the students do not get placed . There are around 3000 cse students and the competition is a lot. The average package is around 4 lakhs. The faculty is not at all good.
