Basically it will all depend upon your jee mains rank in 2020, as per the previous record of 2019 the cutoff rank for food and technology branch based on jee mains CRL for other states students in ICT Mumbai was.
Round 1 - 737
Round 2 - 1063
Round 3 - 1278
(Above mentioned are all closing ranks)

If you are a general category other state student and have cleared CET then according to your rank you can get ICT Mumbai as the cutoffs of 2019 were
Round 1 - 492
Round 2 - 10335
Round 3 - 10335 ( means there were no seat vacant for round 3 counseling) .
(Above mentioned are all closing ranks)

Now according to your secured rank you can get ICT Mumbai or not.
