It depends upon the form you are applying to , for example if I tell you about jee and neet then for these exams you don't need to worry  to about ews certificate or your caste  certificate at the time of filling the application form as ews certificate etc are not required at the time of uploading but yes you need to have your ews certificate at the time of counselling as all your documents will be verified at the time of counselling,  so  you don't need to worry even if you don't have ews certificate at the time of filling the application form but get it made before the counselling.
