International Relations is not a part of Communication per se, but a degree in International Relations + Communications (Mass comm) gives you an edge to work in an international setting be it in journalism, advertising, marketing, public relations..

So if you have a degree in Mass communication or Jouralism, opting for a Masters in International Relations would definitely be a good option.

International Relations is a great programme, not only in India but also abroad. Career prospects are great as well.

IR is a study of cross-cultural communications, more inclined towards politics, relations, and society. You learn international political theories, methods and strategies of communication, and even research. It is a very niche programme related to Communications and Politics. 

Not many universities offer this programme, but some are, 

1. Jadavpur University, Kolkata - offers MA in International Relations

2. Jawaharlal Nehru University, New Delhi- School of International Studies at JNU offers a two-year course in MA Politics (International Studies)

3. South Asian University, New Delhi- offers MA International Relations

4. Christ University- offers MA in International Studies
