Yes you can drop out from any college when ever you want, but yes you it is not possible to get back the money which you have invested in college.

If you are interested in joining NDA then yes you can but then there is no reason to leave engineering before you are sure with NDA selection.Yes you can leave your college anytime but before that be sure and consult with your family then take a strong decision.
