To do Masters in colleges of USA, it is not mandatory to be a graduate of US only. You can do your bachelor's in India and then appear for USMLE to go to US to pursue further studies and practice there. You can get scholarships via exams score, but yeah if you consider the education level, US would be much better bit costly too.
