Hello aspirant,
No it is not compulsory as No, NEET and AIIMS aren't related. You need to appear separate exams for both. Your marks in NEET doesn't matter your AIIMS ranking or vice versa.

For Aiims you will have to appear for aiims exam.
AIIMS conducts a separate exam to provide admissions in its institutions all over the country. The All India Institute of Medical Sciences ( AIIMS) MBBS Entrance Examination is a national level undergraduate medical entrance exam conducted by the All India Institute of Medical Sciences, New Delhi, for admissions to MBBS programmes offered in AIIMS only.

Hello Aspirant,

In order to get admission in AIIMS institutes, you need to appear AIIMS Entrance Exam only. NEET is the entrance exam for the admission to state level Governmnet & Private colleges, Deemed Universities. You can check the further information about AIIMS with the given below link.
