Is it necessary to give jee mains paper twice that is on January and april too .to get nit college for b.tech

No, its not!

But who would miss the golden opportunity? There is no harm in taking both the exams rather it will prepare you for the next attempt.
The main reason for two exams is for the benefit of students so that if a student messes up with one exam he has an opportunity to do good in the other. Since the maximum of two marks scored is considered its an advantage
