Since you belong to Maharashtra domicile, you will have eligibility for 85% state quota under which you will be able to get government or private colleges with your state rank. If you register for 15% quota, you will have to compete with All India students for admission. So, there is no need to register for 15% quota.

It is not necessary, but it is good to keep all options open.
You can only register for your state quota but for that, you should check the state merit list and see if your roll number is there. If it is present you may choose to register for state quota only, but i guess the website will give you the necessary details while registration process.
