100%. You can apply for both the counseling. Usually the All India Counseling starts earlier and is done online. There will be a separate portal for that.
Whereas, state counseling starts later but keep a check on the dates because if you miss it, you can't register for it later. Keep all you documents ready. State counseling is done online as well as offline. Depends on which state you belong to.
