Is it possible to change to state quota after the allotment of seat in PG Medical of All India Quota?

Hello

As per the NEET PG Counselling process, if  a candidates has been allotted a seat in the second round of All India Counseling and he/she want to exit then he/she can exit with forfeiture of fee. However, once the candidate report to the allotted institute then he/she will not be eligible to leave the seat and will not be allowed in any other counselling.
