No, it's just a rumor.

Aspirants can still apply to Delhi University even if they have a compartment paper in one or more subjects pending. However, they will have to clear their results before the final cutoffs. This has been said by Mr. Gurpreet Taneja, who is the Dean of Student's welfare in DU.

However, do keep in mind that the students might miss out on the first 3 cutoffs as the respective school boards will take time to correct the papers.

However, do apply. You have to produce the result sheet later. There is no one stopping you from applying. Good luck!
