No this cannot be possible at any cost.

By simple logical explanation is

in EWS, rank is given among only EWS of general category are inlcuded

While in CRL, rank is given among all the apsirants appeared in the exam. It inlcudes General Category, EWS, SC,ST,OBC.PwD

Hence EWS cannot be greater then General category rank at ay cost
