Hope you are doing well. Mutual transfer is basically the mutual exchange of braches/colleges between two students. Anyways mutual transfers are completely banned. It is not allowed directly nor through any authority. If you find any advertisement put up they are completely illegal and you should not consider them. It is not possible even if the it is tranfer of two colleges within the same University.
