According to neet  entrance exam rules you should completed 17 years of age on or before 31 December 2019 to be eligible for neet entrance exam. 

It seems you will complete 16 years of age till 31/12/2019.

You can have a drop for year to be best prepared for neet 2021.

                  According to rules and regulations of National Testing Academy, you need a minimum age of 17 years to be eligible to apply for NEET 2019 with respect to December 31st 2019. So taking that assumption to be true for NEET 2020 also, according to December 31, 2020, your age is around 15 years. So you are not eligible to write NEET 2020 according to this. But do have a regular check on the rules for NEET 2020 to be aware of any changes if made.

Your birth date of 9th November , 2003 means that when the NEET examination will be taking place in 2020 you will be 16 years old .The minimum age required to be eligible is 17 as set by Medical Council of India .
Therefore, you will not be eligible for NEET 2020. You will be able to sit in the NEET exam in 2021.
