Well the stray vacancy counseling can be organised for both any type of seats depending upon the need of the counseling. The organisation of any subsequent rounds of counseling is totally under the concerned authorities and will always also depend upon the vacancy of seats.

If the authorities see vacancy and a process of one more round is required then the same can be done by them.
