Yes stream upgradation is a risk. This is because stream upgradation is done only on the basis of your first year result and availability of seats. Suppose you score very good marks but seats are less for upgradation then the college will allot those seats to students having better marks than yours. So thinking about stream upgradation at the time of taking admission is not a good thing because you don't know how many seats will be there in future.
