NO, the student is not eligible to appear for JEE advance 2023 if he/she has not appeared in JEE advance exam 2021 and 2022. This is because the number of attempts of JEE advance and JEE mains examination starts from the year of passing the class 12th. So, even if you have not appeared for the exam in any of the years, in 2021 and 2022, you are not eligible to give JEE advance exam in 2023.
According to the official notifications, every candidates are allowed to give JEE mains for 3 consecutive times and JEE advance for 2 consecutive times from the year of passing the class 12th. So, if a student has passed the class 12th in 2021, then he/she is eligible for giving JEE mains in 2021, 2022, and 2023 and for jee advance, he/she is eligible to give in 2021 and 2022 only.
