I am afraid I have to say 'YES'. It is an absolute necessity. You need to have your TC along with a whole host of documents I am sure you are familiar with till now. You have to ask the concerned authorities to provide you your document as soon as they can since you don't have any time to spare, the upsee counselling are starting very soon.
