A score of 552 is worth applauding. And coming to your question, with 552 in your hands, you can actually get hold onto a govt. medical seat in UP.
Some of the colleges along with their cutoff marks in 2018 were :

Govt. Medical College, Saharanpur - 534

Govt. Medical College, Azamgarh - 535

Govt. Medical College, Jalaon - 534

Govt. Medical College, Kanauj - 537

Govt. Medical College, Ambedkarnagar - 535

So, you see, all these stats of UR category definitely show that you have a good chance of making the cut even though the 2019 cutoff isn't out yet.
But you seem to be on the safe side.
