The cutoffs of bits are mostly very high. But anything can happen as in 2017 the cutoffs were really low as per standard of BITS but again went to peak in 2018. 

If we particularly talk about having 280-290 marks in bitsat , getting CSE at this score in BE course is dream in bits because you can hardly get some lower branch in any campus ( BE course) with these marks. But there are options of bsc and other. According to previous year and earlier cutoffs I can say that you can get chemical ,civil or dual degree only of you are lucky other chances are very thin.
