                   Yes, some of the exams through which you can take admission into B. Tech coleges with minimum fees are: JEE Mains, TS EAMCET, AP EAMCET, TNEA, KEAM, KCET, etc. Govt.colleges through the state exams provide B. tech degrees with minimum fees. Some of these colleges are IITs,NITs where you can get 100% reminission on your tution fees if your family's annual income is less than 1 lakh;  College of Engineering, Guindy(Chennai); IIST Thiruvananthapuram.
