Scholarship is based on multiple factors in colleges that are situated abroad. It varies for each university and laws are different for each country. Scholarships based on economic criteria is given in few places, but you have to mention to me the college or country VB or course you're looking for. Mostly, scholarships are given based on merit in the eligibility examinations like SAT, GRE etc.
