Yes, there is scope for CS and IT graduates in PSUs and government sector, however, there is not so much chance as there is for other branches and the competition is also very tough. Due to this region most people prefer to go in the private sector. However, with your hardwork you can get into PSUs. All the best.

CSE and IT are currently the fastest growing industries of India and has formed the backbone of the Indian Service sector. PSUs were predominantly established for the making of the nation or "Nation Building", thus speaking, traditionally there are far fewer Job opportunities for CSE and IT people in the public sector. 

However, the advent of the computer age has created some jobs in every PSUs and these PSUs do notify for the jobs on the basis of Gate scores. Some of the prominent ones are BARC(it regularly hires CS engineers as Scientist 'C') also BHEL also notifies for the vacancy regularly. All in all job market for CS and IT is not that vibrant in the government sector and there are jobs that can be counted in fingers as opposed to a sea of opportunities in the service sector.
