Yes,  BHU does have a scholarship and self financing course for foreign individuals. Applications for foreign students are routed through Indian Council for Cultural Relations/Ministry of Human Resource and Development ( dept. Of Education), govt. Of India, New Delhi. 

The application for PHD courses or professional programs are routed through Ministry of Human Resource Development. 

The foreign individuals must have proper residential permit or student visa for the required time. Their certificates should be verified by the forwarding ministries/agencies.
