yes, the NCERT book will be the master guide for the CBSE 2019.It is expected that,not only the exercise questions but also the  whole content in those book will be coming for CBSE 2019.

Well, the question papers of class 12 th will come from ncert books. For more practice you will go for other books also. And for jee mains and advance you should go for NCERT books most of the questions asked from ncert books only few will be from outside.

For more practice you will recommend other books as well.
