Currently, there is no such latest news on how many times you can sit for JEE Main starting from 2019 as it would be conducted by NTA (National Testing Agency). As per the previous conducting body (CBSE), candidates were only eligible to sit thrice in JEE Main exams.

For now, you can sit for the JEE Main 2019 January session for sure. The NTA will announce the details regarding the number of times a candidate can sit for the exam by August.

No don't misinterpret today decision as getting chance twice for three year. If you give jee mains twice in 2019 then all of your chances will be exhausted because you can have atmost 3 chances for jee mains.
