May i let you know that Indian Institute of Technology or IIT has a very great repo all over the world no matter which iit it is.
Coming to your question, IIT Madras EECE is better than IIT Kharagpur EECE.
If we talk about branch wise priority in IITs, then
EECE is at 6th position or given 6th priority in IIT Madras and in IIT Kharagpur it is at 11th position.
the above IITs are well known and fall under top 10 best IITs.
