Yes, you have to submit the fee before choosing float option.
FLOAT Option: A candidate, who wants to confirm the seat presently allotted to him and also at the same time wants to be considered for upgradation of seat in the 2nd Round of counselling on the basis of his/her already filled choices, is required to opt for the FLOAT option. Registration Fee submitted by the candidate shall be adjusted against Institute fee at the time of admission in the Allotted Institute of the candidate. So go through counselling properly. Give preference to the Colleges according to your rank.
