It is college specific whether you can just walkout or stay in there because you will be subjected to sign a bond which may declare that if you leave the college midway then you're liable to pay the money that they have mentioned which may be in lakhs.So before you lock your seat make sure that you really want to study in this college if not it will bring you a of trouble.
