Yes , you can pursue two courses at the same time but there's a condition for that,
the condition is that you can pursue only one course in regular mode and the other course from open universities or in distance mode.

For example, one can pursue one course  in a regular mode from a regular college and the other course from IGNOU or any other open Universities.

In your case , you can do your bsc in a regular mode from a regular college and ba from IGNOU or any other open Universities.
