I dont exactly understand the purpose of your question.Anyways just to be clear,NEET is an entrance exam accepted nationally over the last 2 years to provide a medical seat to the candidate who passes the exams with atleast a border score.

It has nothing to do with engineering , not just in KCET  of Karnataka,but any other state in India,as fas as you do live in a the earth that belongs to the milky way galaxy.

So,you do not have to panic ,you can apply for engineeing in the KCET counselling , even though you were not able to register or able to write the NEET exam ,as it has got nothing to do with ENGINEERING STUDIES.
