Yes, you can appear for class 12th as improvement exam if you have failed.Youcanattempt JEE mains three times. Once while appearing for your12thboard and two more times after passing12thor the qualifying exam.
But for jee advance you can appear only twice and you have exhausted one attempt at advance.
So, appear for jee mains next year and get 75% marks and you will be eligible for admission in NITs/IIITs/GFTIs/IITs.

Ofcourse to be eligible for JEE you need to qualify the following two criteria

1. 75% in your 12th.

2. Top 20 percentile in your 12th board.

So it is clear that if you clear these two criteria you are eligible for your jee subject to condition that you fulfil other criterias of age,attempt etc.
